Once you pass the button with "!" on it, press bob again LATE, and he will be in a good position to just go forward and complete the level. Right before snail bob starts falling, press on him, so he falls in his shell.

If you are able to fly over the pipe, get to the end fall to the warp, that's the fastest way to get warped to the next level. The pipe does make Bob's movement a lil bit slower, but the warp to the next level is at the end of the pipe.
